Sewer System Evaluation Grant Project

Lassen County Waterworks District No. 1 has been working on this sewer grant project since the agreement was executed in 2022.
Our sewer system and evaporation ponds were placed into service in the 1970s and have received very little maintenance since then. This lack of upkeep has led to numerous issues, including tree roots in the lines, small chunks of pipe that are completely missing, and a substantial amount of infiltration — especially during the rainy winter months. The extra water entering the system puts a heavy strain on our already aging infrastructure. It causes the lift stations to work harder, shortens pump lifespans, increases our power costs, and pushes the sewer ponds to (and sometimes beyond) their capacity.
The purpose of this grant is to complete a full evaluation of our entire sewer system and prepare an application for construction funding.

- CCTV inspection of sewer lines
- Summary of inspection results
- Preparation of CCTV field reports
- Hydraulic Evaluation
- Data collection
- Inflow and Infiltration (I&I) study
- Development of a hydraulic model
- Wastewater System Evaluation
- Collection system, pipelines, and manholes
- Lift stations
- Evaporation ponds
- Relocation of Evaporation Pond 3
- Project Report
- Draft report
- Final project report
- Preliminary Plans, Specifications, and Cost Estimate
- Environmental Compliance
- Categorical and statutory exemptions
- Environmental documentation
- Financial and Management Requirements
- Rate Study
- Legal support for Proposition 218
- Three years of audited financial statements and two years of budget projections
- Fiscal Sustainability Plan
- Wastewater Service Area Map
- CWSRF Construction Funding Application
- Project Administration
- Monitor project budget and schedule
- Prepare and submit progress reports and reimbursement requests
- Coordinate with the State Water Board and attend meetings
- Coordinate with other agencies for regulatory review, permitting, and approvals
- Complete necessary legal reviews
Project Goal The ultimate goal of this grant phase — and the next construction phase — is to replace our entire aging sewer system and lift stations so we can provide reliable service to our community for decades to come.
